RELATIONS FRIENDLY.
APPEAL FOR ARMENIANS. (Received September 13. 1 a.m.) I Sofia, September 12. M. Radoslavoff, Premier of Bulgaria, after listening to a deputation representing the Armenian colony in Bulgaria, which called attention to the hopeless condition of the Armenians in Turkey, promised to send their petition to Constantinople and to support Bulgaria's previous representations. He expressed the hope that the Porte would heed Bulgaria's friendly advance, especially as the TurkoBulgarian relations were at present very friendly.
