ROUMANIA REFUSES PASSAGE OF ARMS TO TURKEY
DUE TO INTIMATE FRIENDSHIP WITH ITALY.
ATTITUDE REGARDED AS UNFRIENDLY BY PORTE.

Roumania has informed Austria and Germany that her refusal to permit the transit of munitions to Turkey is due to a desire to maintain strict neutrality, and also to the state of war between Turkey and Italy, and Roumania's intimate friendship for the latter, which she desires to preserve.
The Echo de Paris reports that Turkey is violently protesting against Roumania's prohibition of the transport of German munitions, and denounces the attitude of Roumania as unfriendly.
The general impression in Rome is that the lack of ammunition will lead to the early fall of Constantinople, which the Messagero says is destined to mark the beginning of the second and decisive phase of the war. A Salonica report states that within a very short time the Turks will cease hostilities unless the munition situation be modified.
