THE COMING NOTE. PRESERVATION OF RIGHTS. (Deceived July 21, I a.m.) New York, July 20. President Wilson and Mr. Robert Lansing, Secretary of State, agree that the next communication to Germany, which will be sent on Saturday, must make it clear that the United States cannot remain impassive in the event of another attack on an unarmed and unresisting ship, with the loss of American lives. The Note will point out more emphatically than formerly the earnest intention of the United States not to surrender any of her rights.
