OFFENDS GERMAN RULERS.

THREAT OF PROSECUTION.

It is reported in Berlin that the German Government is considering whether to prosecute the Cardinal Archbishop of Cologne for treason in publishing a special prayer for peace, and delivering a speech containing the phrases " Instil into our rulers and nations the thought of peace," and "Let this conflict of nations cease." The Government's hesitancy is due to the fear of offending the Roman Catholics in the Rhine provinces of Western Germany, who venerate the cardinal.

A recent cable message stated that a remarkable pastoral letter had been issued by the Cardinal Archbishop of Cologne to be read in all churches in the diocese. The archbishop in his letter stated that nothing on earth was more terrible than war, especially such a war as the present, with its sea of blood and tears. The letter contained prayers that "the eagerly desired peace will soon be granted to the stormtossed world."
