PROPOSED HARBOUR LOAN.
TIME NOT OPPORTUNE. [BT TELEGRAPH.— r-RESS ASSOCIATION.] Duxedin, Monday. A special meeting of the Harbour Board was held this afternoon. The principal business was to consider whether tho board should take steps to borrow £100,000. After a lengthy discussion in committee it was decided by a narrow majority that the present time Was not opportune to increase the board's borrowing.
