MR. WILSON MAKES HIS DECISION KNOWN. (Received May 31, 1.15 a.m.) . . Washington, May 30. The President has allowed it to be made known in America that he has decided to make a condition before entering into negotiations with Germany relative to the linking of tbe-Lusitania that Germany shall first suspend her submarine campaign. - The Government has received from Berlin another warning of the perils of steamers in wartime. The German message recommends that neutral marking shouldibe as plain as possible and should be illuminated at night. It points out that neutrals have repeatedly been mistaken. One vessel which was sunk was believed in the darkness to be a British ship.
