CONFERENCE AT VIENNA. DISARMAMENT WANTED. ' London, April 22. The Vorwaerts, the German Socialist organ, has announced that at a conference between German and Austrian Socialists, held at Vienna, it was agreed that the following guarantees must be secured after the war, namely, that international arbitration courts must be developed into obligatory tribunals for settling the difficulties of nations; that treaties and agreements of States must be subjected to democratic parliamentary control by representative assemblies; that international treaties for tho limitation of armaments must be agreed upon; in view of this disarmament the right of every nation to determine its own destiny must be recognised, and the fact that Socialists are belligerents defending their own country must not be made a barrier to maintaining international relationships between Socialists.
