Xolice is hereby given that at a Special Meeting of the Takapuno Borough Council, held on Wednesday, the 17th day of March. 1916, the following resolution was passed, and will be submitted for confirmation at the Ordinary Meeting of tho Council, to be held on WEDNESDAY, the 2lst day of April. 1015. at 7 45 p.m.. at the Council Chambers, lakapuna : — RESOLUTION. This Special Meeting of the Taltapuna Borough Council, called in pursuance of Section 31 of " l'hc Municipal Corporations Act. 1908.'' hereby approves of and adopts By-laws No. 2. as now signed by tho Mayor, and directs that a meeting of the Council be held on WEDNESDAY, tho 21st day of April, 1915, at tho Council Chambers, Takapuna, for tho purpose of confirming this resolution. The objects of the Bylaws No. 2 (ire to regulate, control, or license within the Borough of Takapnna tho following matters:— To provide for penalties for the breach of any of these By-laws. IN RESPECT OF STREETS To forbid, without the consent of the Council, (he erection of any awning over any street, the suspension of any flag, calico, or material over or across any street; the placing of any placard, sign, advertisementor announcement on calico, paper or canvas or any like material on any verandah: the erection of auy signboard, lamp, clock, or other fixturo which would project over any street. To require tho owner of any portico of any building to keep the samo clean and in good repair. To give the Council power to require the removal of any projections on the streets. To give power to the Council to fix names of streets to any house or building. To fix the terms upon ' which crossings will be erected by the Council. IN RESPECT TO NUISANCES. IN RESPECT TO DANGEROUS GOODS. To prohibit persons from keeping gunpowder, explosives, certain oils, and other dangerous goods and materials unless authorised by the Council, and to prescribe tho conditions upon which a permit shall be granted, and to fix tho fee for such permit. IN RESPECT TO FORESHORES. To limit tho speed at which any person shull ride or drive any horse or other animal or any bicycle, motor-bicycle, or motor-car on any foreshore; to limit the speed at which any porson shall run any launch, motor-boat, or other vessel within 100 yds of low-water mark of ih« Takapnno and Milford Beaches; to prohibit the throwing of rubbish on any foreshore; to prohibit the removal of sand, she'l, or gravel or other material from any foreshore; to prevent the lighting of any fire on any foreshore; to prescribe the dues to be paid by the owners of vessels discharging coal, timber, or bricks on the foreshore. IN RESPECT TO VEHICLES. To require vehicles plying for hire either for passengers or goods, and the owners thereof, to be licensed. IN RESPECT TO HEAVY TRAFFIC. To provide for tho width of tyres to be used on vehicles engaged in heavy traffic in the Borough, and the weights to be taken over bridges without consent of the Council. IN RESPECT TO STORAGE AND EXPOSURE FOR SALE OF GOODS FOR HUMAN CONSUMPTION OR USE. To provide for registration and licensing of milk vendors, milk shops, and milk stores, and for inspection of the same. IN RESPECT TO SALE OF MEAT. To provide for the licensing and regulation and inspection of persons and premises engaged or used in the sale of meat within the Borough; to provide for cleanliness and freedom from contamination in tho manufacture and sale of ice creams and ices in the Borough. IN RESPECT TO HOUSE DRAINAGE. PLUMBER?' WORK, TSD SANITATION. To provido for permits being obtained for any drainage work undertaken, and for the inspection of same before any drain is closed up; to prescribe for tho submission of the plan to the Council before drainage work undertaken, and the size of such drains and the safeguards to be put in in order to make the same sanitary, and to make the owner and registered plumber reaponcible for (he carrying out of the by-law and the drainago specifications therein contained; to regulate the construction and use of pan closets within the Borough, and to regulate the removal of rubbish and nightsoil; to prescribe the manner in which tho setting up, jointing, and fixing of sanitary appriancos shall be carried out within (he Borough. IN RESPECT TO KEEPING LIVE STOCK. To prescribe and regulate the keeping of horses and cattle and the erection of stables and other buildings for keeping the same, and the removal of manure and oilier offensive matter, and to regu'ate tho keeping of poultry, cows and pigs within the Borough. IN RESPECT TO WATER SUPPLY. To provide for the charges to be made for the ordinary and extraordinary supply of water by the Council within the Borough; to forbid any waterworks connection to he made by any other than a registered plumber, and to provide for the issue of a permit for any such work; to provide for the supply oi water by meter only, and lor the cutting off of such supply. IN RESPECT TO BUILDINGS. To prescribe generally (he regulations j under vibic'h Wildings within tbe Borough may be erected, added to, renewed or repaired, and requiring plans and specifications of such proposed work to be lodged, and a permit for the same to be obtained: to provide for the inspection of such work and authorising the Council to compel (lie removal of any work begun in contravention of the By-laws: to require aM buildings hereafter erected within the Borough to be on allotments having a frontage to some street or private street, and to prescribe the minimum area of allotments on which buildings may hereafter bo erected, according to the purpose for which such building is to be used; to forbid the sale or disposal of any land on a port of which any building is erected so as to leave such building without the area and frontage prescribed in (he By-laws; to forbid the use of old or unsuitable material in eroding buildings; to prescribe the distance which buildings may be erected from boundaries of allotments, from other buildings, and from the street boundary; to prescribe the material with which buildings tuny be constructed, added to. or repaired, and also the dimensions of certain material so used, and to provide for the ventilation and lighting of buildings; to prescribe the position with respect to other buildings in which stable; and cowsheds may be erected, and the materiel to be used and tho conditions to bo observed respecting the use of same. IN RESPECT TO BILLIARDROOMB. To require all Billiardrooms to be licensed, and to prescribe the hours during which the same may remain open-, to prohibit persons under the age of 18 years entering such premises: to provide for the inspection of such Billmrdrooms and to fix the fees payable for any such licenses. To provide for the method of appointing Officers of the Council and for the mode of giving security. A Copy of the proposed By-laws is deposited at the Office of the Council.
