GERMANY FROM WITHIN.
BISMARCK CENTENARY.
KAISER AND HIS TASK. I "TO CROWN A PROUD WORK." London, April 2. The Kaiser telegraphed to Dr. von Bethmann Hollweg that he would have rejoiced personally to have laid a token of reverence upon the Bismarck monument. " Bismarck was especially dear to us as a personification of German strength and determination, but my duty is to hold out in the field of hot battle, in order to protect and strengthen the Empire's power abroad. That we shall succeed I confidently hope. The spirit of unity will outlast the noise of war, and then as a prize of victory German nationality will have full and free expansion to crown the proud work for which Bismarck laid the foundation."
