GERMAN "JUSTIFICATION" OF MURDER AT SEA.
" DESTRUCTION OF HUMAN LIVES A PAINFUL DUTY" London, April 3. An official justification of the sinking of the British steamer Falaba has been issued from Berlin. It states that the destruction of the human lives is now a painful duty, as submarines are compelled to act quickly. Britain, it is remarked, is frightened, as the sinking of the Falaba proves that the sccuritv of the passenger traffic has ceased. A Press Association message from Napier states that a local architect, Mr. I) ]? Frame, lias receded cable advice that his eldest son, Garnet Frame, who was in lie serviie "I the Admiralty, was diowned in the sinking of the Falaha l>v a German submarine.
