General yon der Goltz, interviewed in Bucharest, the capital uf Eournania, stated that he was en route to Berlin. He announced that he would shortly be returning to Constantinople. The Turks, he declares, are in excellent spirits, and have plenty of munitions. They are eager to meet the allies in land fights, being confident of success. A message from Berlin states that the Kaiser and General von der Goltz attended a council of war and prepared a new plan of campaign and fresh diplomatic instructions, arising out of the capture of Przeraysl and the position of Constantinople.
