ALLIES TO STRIKE WITH THEIR ENTIRE FORGES.
PLANS FOR OFFENSIVE STEADILY MATURING.
GERMANS CONFRONTED BY IMPASSABLE BARRIER,
Pari?, March 30.
The French official review of the war. summing up the position to January 10, states that Germany failed to crush France, and sustained seven defeats of high significance. France has established an impassable barrier against the most formidable effort ever attempted.
The allies would make an effort in their own time when iha necessary means were ready. The German defeat at Ypres showed the cost of an insufficiently prepared offensive. France was daily strengthening her forces, aryd the British had been heavily reinforced, while the number training in England was very large.
Russia continued to draw from her immense reservoir of recruit?, of which she had hitherto only used 5 per cent. France was superior to Germany because of the latter's wastage and greater losses, which were double those of the allies. As Germany's resources were largely expended, there was scarcely sufficient to offer an adequate defensive, while France would begin the offensive with the entirety of her forces.
