THE RAID ON NORFOLK.

Another characteristic German raid has been made on the English coast, this time by Zeppelin or aeroplane. In true Prussian fashion, undefended towns were the goal of the bomb-throwers, several people being killed and some damage being doneFive months ago Antwerp was similarly visited by a Zeppelin, the aim of the enemy being evidently to attack the Belgian Royal family, every bomb thrown falling near tho palace. The purpose of these aerial raids, as of the naval attack on the Yorkshire coast, is presumably to create panic and terror, allies in whom German militarism devoutly believes. Apart from this they have little significance, as has been demonstrated by the course of the war. In contrast to this barbarous procedure we have the methods adopted by the British Flying Corps, whose raiders invariably attack military posts only and particularly seek the destruction of German Zeppelin "hangars-"' It is probable that, with the spring, greater aerial activity will be shown by German Zeppelins and aeroplanes, but events have instilled confidence in the British public, and there is no reason to doubt the superiority of the Allied airmen. Solitary raiders cannot always be foiled, but any raid in force upon the United Kingdom will certainly be vigorously met. When the war is over the whole question of international guarantee for the maintenance of international agreements will have to be considered, for at present these agreements are farcical. Germany simply does as she thinks fit in attacking undefended towns and killing inoffensive non-combatants. We must find consolation in the fact that her barbarities, instead of spreading panic and terror, only strengthen the Allied determination to end, once and for ever, the danger that threatens her peaceable neighbours as long as a German Army is in the field, a German Zeppelin in the air and a German warship in existence.
