Sydney, January 19. Further complications have arisen in connection with the steamer Kaiapoi's wheat. It is now doubtful when the Kaiapoi will depart. Mr. W. H. Hughes, Commonwealth Attorney-General, states in regard to the refusal of the Federal Customs to grant the clearance of the Kaiapoi, that the New South Wales Government offered to deliver to the owners of the wheat aboard the Kaiapoi an equivalent quantity if the inter-Stato Commission found that the Wheat Acquisition Act was ultra, - vires. Mr. Hughes suggested as an alternative that the New South Wales Government should pay for the wheat the price ruling in Victoria ion the day of seizure. Mr. J. H. Cann. New South Wales Treasurer, replied that the Government woiJd be prepared to do this it it could not deliver the wheat as proposed.
Mr. Hughes says that Mr. Cann's proposal is not satisfactory. The owners of the wheat are entitled to the price at which it could be sold when it was seized. Until he gets a reply to his last telegram to Mr. Cann the Kaiapoi cannot depart for New Zealand.
