MEXICAN SITUATION.

London, Jannary 17. The British Legation in Mexico reports that General Carranza has removed the embargo on the export of oil from the Tampico wells, which is required for the British fleet.
Advices from Mexico City state that General Garza lias been elected provisional President by a convention over which he himself presided. Martial lawhas been declared in the city.
