Washington*, January 15. The British Ambassador to America, Sir Cecil Spring-Rice, has emphatic-1 ally protested to the State Depart- I merit against General Carranza's decree confiscating British oil interests in Mexico. He urges the United States to take the most drastic action to induce General Carranza to revoke the decree. It is understood that the Department is giving every assistance in the direction indicated.
