-RUSSIANS DESTROYING THE FORTIFICATIONS. GERMANS PLACED UNTRAINED TROOPS IN FIELD. Wellington, November 17. The High Commissioner reports from London on November 17: The siege of the Austrian fortress of Przemysl, in Galicia, by the Russians is proceeding. The Russians are destroying the fortifications. An eye-witness stated that the German reinforcements consist of young untrained soldiers.
