SHUT OUT OF CANADA.

Stoxey, October 26. A nrxDKED workmen shut out of Canada under the new regulation barring unskilled immigrants, arrived by the Makura, adding to the already badly-congested market.
The Government has already taken preliminary steps towards encouraging' the increase in the wheat areas, and is hopeful that the scheme will result in at least a million acres of fresh ground being cropped, providing employment for upwards of ten thousand men.
