ITALY S CORDIAL REPLY (Received October 26, 3.30 a.m.) ' Rom k, October 25 The Tsar is offering 0 liberate Italian prisoners of war, but has iisketl Italy to undertake that they tvill not be returned to the AustrianHungarian Army during the war The Italian Government, in thanking the Tsar, has pointed out that Italy is unable to restrain the men as they would not be committing r,n offence under Italian law. A committee, however, would investigate the legal questions involved, particularly in connection with the' matter of neutrality.
