To secure a TRUE PUBLIC OPINION at the Polls by endeavouring to have recorded the votes of that large section of electors who. owing to want of organisation, have hitherto not exercised their franchise, leaving this struggle in the past entirely to the two extremes— hibitionists and the Trade. 4. To insist upon the proper conduct of all houses licensed to sell alcoholic beverage? by securing the amendment or more rigid enforcement of existing regulations reserving the right, in the event of the failure of these measures, to ■ advocate the introduction of the systems of Mun ; - cipal or State control. 5. To take steps to bring about the systematic and regular inspection of all liquors and licensed premises, and if necessary, to urge amendments of 'the law in this direction.
