Washington, September 1". Mi Wilson has sent a cable to the Kaiser in reply to Germany's protest against the alleged use of dumdums by France.
He declares that the United States cannot take definite action in response to the protest, and adds: "I do not believe Your Majesty expect? in" to say more."
