Nish, August 13. ' A competent military observer from Sofia expresses the opinion that the Bulgarians are systematically preparing, and will move in tie case of an Austro-German success.
It is officially stated in Sofia that Bulgaria's decision to maintain / her neutrality remains unshaken, despite suggestions of future rewards from various quarters.
The newspapers state that tho Russian Minister was received in audience by King Ferdinand on Tuesday, arid presented a letter from the Tsar proposing that Bulgaria should henceforth conform with tho policy Russia suggests.
