Forty thousand Belgian volunteers have offered to form 20 special regiments. ,
The Socialists are volunteering for service. ",' The spirit of the people has been aroused as never before. v most conspicuous' feature on the streets is that boy scouts have replaced the policemen. The great trades unions are actively assisting the Government.
