Paris, August 10. Mom. Gabriel Lanotaux, formerly Foreign Minister for France, writing to the Paris Figaro, says that rumours arc being circulated with singular persistency to the effect that the Kaiser is a prisoner of war, and that Parliamentary and other chiefs are directing tho German Empire.

A message from Brussels states that the Kaiser is believed to have gone to Aix-la-Chapelle, on the Belgian frontier, a few miles from Liege.

Prince George, a nephew of the Kaiser, is a prisoner in Brussels.
