ROUMANIA ON GUARD.

The Finnish Senate has passed a resolution affirming its loyalty to the Tsar and giving an assurance that the whole of Finland is ready to sacrifice everything to drive back an insolent enemy,
A message from Sofia states that King Ferdinand of Bulgaria has promised Russia that he will do his utmost to keep neutral.
General Dimitriff, now Bulgarian Minister at St. Petersburg, has volunteered to serve Russia.
Roumania is taking steps to guard her frontier.
The German Ministers at Belgrade and Nish have departed.
