Mexico City, July 11. The new Cabinet chosen by President Hucrta upon his re-election has been sworn in. Few changes have been made. Scnor Francisco Carrajal, Chief Justice of the Supremo Court, becomes Minister for Foreign Affairs.

Tho Chamber of Deputies, it is understood, intends to declare the Presidential election void.

Senor Querido Moheno, the former Minister for Foreign Affairs, is en route to tho United States upon a lecturing campaign with the object of exposing what ho terms President Wilson's crime against Mexico. He alleges that he possesses letters showing that President Wilson and ex-President Roosevelt's real aims are the conquest of Mexico. The oil interests caused no revolution, but politicians did so.
