London, July 10. The criticisms evoked by his forecast of the future importance of submarines in naval warfare have been replied to by Admiral Sir Percy Scott. He adheres to his conviction of the domination of submarines. Admiral Scott declares that the " little navyitcs" must not think that the supremacy of submarines will cheapen defence. On tho contrary the greater number required will enormously increase the exi pense.
