MOVEMENT IN THE NAVY. ADVICE TO ADMIRALTY. " SOLDIERS AS ABSTAINERS

London, May 14. In a speech yesterday at the Band of Hope conference, Admiral KingHall (late of the Australian squadron) drew attention to the progress of the temperance movement in the navy. He held, however, that there was still room for improvement. He condemned the giving of grog to the sailors and declared that 50 per cent, of the men would surrender their grog if a small wage increment were substituted. He hoped that the Admiralty would spend the necessary £60,000 in this reform which would lead to an increase in efficiency.
Captain Webb declared that 50 per cent, of the soldiers, in India were total abstainers.
