The Army Estimates amount to £28,8-45,000, including £1,000,000 for aviation. Colonel Seelv (Minister for War), ii.l a mercorandum on the Estimates, adrrits there is a deficiency of 8000 infantrymen, though the total establishment shows an increase of 800, accounted for by the growth of the aerial wing and the increases in the garrison artillery. He siates that the position of the territorials is improving. MILITARY EXPENDITURE.
