BALKANS ALLIES.
SERVIA AND ROUMANIA. TEXT OF SECRET TREATY. MUTUAL MILITARY AID. TSAR AS ARBITRATOR. Times-Sydney Sun Special Cable. (Received January 9, 6.20 p.m.) Buda Pesth, January 8. The text is published here of a secret treaty between Roumania and Servia, signed by the Premiers and the Chiefs of General Staffs of both countries on June 10 last.
The two States undertook in the event of one being attacked by a stronger Power to render mutual military help, whilst observing neutrality if the attacking Power was equally strong. Servia undertook to place 20,000 men in the field if Roumania were threatened, Roumania undertaking to preserve the integrity of Servian territory if Servia were attacked. Eventual peace was to be concluded only by mutual consent.
The treaty is operative for 10 years. All disputes between the two countries are to be referred to the Tsar
