Notice is hereby given that at a special meeting of the Otahuhu Borough Council, held on Monday, the fifteenth clay of December. 1913. the resolution to make the Bylaws, mentioned in the Schedule hereto, was passed, and the said resolution will be submitted for confirmation at a meeting of ths said Council to be held on MONDAY, tne nineteenth day of January, 1911. at 7.30 p.m., at the Borough Council Chambers. Otahuhu. . A full cony of the said proposed By-laws is deposited cl the Office of the Town Clerk, Otahuhu Forough Council Chambers, Otahuhu, and is open for the inspection by the public during: office hours until the said nineteenth day of January. 1911. SCHEDULE. The obiect or purport of the said By-laws is as follows Part I. repeals all By-laws heretofore made by the said Council. . Part 11. contains the general interpretation Clause. Provides for the issue of licenses, and also provides a penalty of not exceeding £20 for any breach of any of the By-laws, and £5 a day for any continuing breach thereof. Part 111. Standing Orders for regulating the proceedings of the Council. Chapter 1. provides the order of proceedings; Chapter 11. provides the order of the day; Chapter 111. provides the order of debate; Chapter IV. regulates the proceedings of Committees; Chapter V. provides for the presenting of petitions; Chapter VI. provides for the election to offices and security for performance of duty or contract; Chapter VII. contains miscellaneous regulations for the safekeeping oi the Common Seal, and provides ! for the laying of plans and specifications for public works before the Council, and the disbursing of public moneys and for the suspending of any Standing Order or Bylaw. Part IV. In respect of buildings: Regulates the erection of. addition or alteration to or repair of, buildings, prohibits the erection of buildings not having a frontage to a street, and fixes sundry fees to be paid in connection therewith. Part V. In respect of streets and street traffic: Regulates the erection, construction, and , maintenance of porticos, verandahs, awnings, and other protections, erection of flag signs signboards, or other similar things, encroachment or overhanging of trees or shrubs, fixing mjmes of streets on buildings, construction of drains under footways, construction and repair of crossings over footways, deposit of building and other material, erection and maintenance of builders' hoardings, scaffolding, ladders, etc., wandering, depasturing, and driving of cattle, riding of bicycles, driving of vehicles, loitering of persons, assembly of persons, street cries, bellringing, spitting, and other similar things, and fixes sundry fees and charges to be paid in respect of such matters, arid prohibits the driving of cattle during certain hours along certain streets in the Borough. Part VI. In respect of sanitation and other nuisances: Regulates the use of pan closets, the disposal and carriage of nightsoil, refuse, and manure, construction of manure pits, the maintenance and repair of back yards, keeping of swine and poultry, and the construction of pig styes and fowihouses and fowlruns, inspection of premises, provides that the owner of premises shall conform to Bylaws and prohibits the burial of animals in the Borough, the pollution of water-courses a nd the creation of nuisances, and fixes sundry fees to be paid in connection therewith. Part VII. In respect of drainage: Provides for the drainage of property within the drainage area, the licensing of drain connectors and plumbers, the inspection of any house or property connected with a sewer, regulates the construction, repair, removal, and alteration of drains, water closets, urinals, and other sanitary fittings, and the works to be executed by licensed drain, connectors and licensed plumbers respectively, and fixes sundry fees and charges to be paid in respect of such matters. „ Part VIII. In respect of public health and convenience: Regulates the sale of milk and food forbids the discharge of offensive matter from any premises into or upon any street, or waste or impure water standing or flowing from any promises into or upon any street, or the carrying on of noxious trades. Part IX. Contains general provisions for tie good rule and government of the Borough; and prohibits persons from allowing cattle or horses from being at large or grazing on any public place, and provides that horses when being driven shall be (securely harnessed. Part X. In respect of wateiworks: Determines the , ordinary and extraordinary supplies, provides for licensing plumbers, regulates the laying and repair of pipes, use and repair of fittings, supply and use of water, the use of meters and the testing and removal thereof, forbids dr.mage being donq to any part of the waterworks, waste of water, contamination of the water, and fixes sundry rates, fees, and charges to be paid in connection with such matters, and provides for the payment of a reward for certain information supplied. Part XI. In respect, of billiard and bagatelle rooms, shooting galleries, buildings for public meetings, and theatres and buildings, tents and enclosures used for the purpose of a circus or menagerie or other amusements: Regulates the licensing ot such places as aforesaid, the o cancelling of such. licenses, the use of such rooms, buildings, and places as aforesaid, the hourß of closing thereof, and the admission of persons thereto, and fiaea the fees to be paid for such licenses. Part XII. In respect of the cleaning of chimneys: Provides for the cleaning and inspection of chimneys, and for a penalty for the breach thereof. , Part XIII. In' respect of hawkers and pedlars: Provides for the licensing of such persons, the fees to be paid for such licenses, and the manner in which hawking and peddling shall be carried on. Part XIV. In respect of common lodginghouses: Defines Buch houses, and provides for the, licensing and conducting thereof, the admission of lodgers, and the accommodation to be provided, the cleanliness of premises . and furniture, the inspection thereof, and fixes the license fees to be paid. Part XV. In respect of vehicles: Prohibits any person plying any unlicensed vehiole for hire, and regulates the licensing thereof and the drivers thereof, and fixes the license fees to be paid regulates the numbering, inspection, condition, and plying for hire of ■vehicles, the conveyance of goods and passengers. the fares to be paid for hire and the conduct if drivers, conductors, and passengers. Part XVI. In respect of the cemetery: Regulates the sale of burial rights, interments, erection of monuments, tombstones, and fences, construction of vaults, and fixes sundry fees and charges to be paid in respect of such matters.
