NOVEL AMERICAN BILL. By Telemph— Press Association— Copyright, Washington, December 20. A novel Bill has been introduced by Mr. Church, a Californian Democratic member of the House of Representatives. The measure provides for tho" punishment of anyone circulating false statements regarding financial conditions or business interests throughout the United States likely, to create a financial panic or monetary stringency.
