(Received August 11, 10.45 p.m.) London, August 11. The King of Boumania v bestowed Orders on the Greek, Servian, and Montenegrin delegates after the signature of peace. The Bulgarian mission refuse to accept any distinctions until cordiality has been restored between Bulgaria and Roumania. The original draft declared that peace had been concluded on the basis of a just equilibrium,. This phrase was discarded owing to Bulgarian objections on the score of Salonika. Claims for Compensation, A message from Bucharest says that the allies have abandoned the claims they put forward for compensation to private persons for damage to property during the war. Popular rejoicing is taking place throughout the Balkans. Solemn Te Deums were sung in all the principal cathedrals. The Greeks and Mussulmans at Strumnitza and other Macedonian towns are migrating to Greek territory, fearing Bulgarian cruelty. The Kaiser has appointed King Cpnstantine of Greece a field-mar-shal in the German Army. The Kaiser's Telegram. The Kaiser's telegram to King Charles of Roumania is the subject of considerable speculation in Vienna. The irritation at'" Germany's restraining influence in the Balkans" is increasing. The French press denies the possibility of any real identity of interest between Russia and AustriaHungary, and deprecates Russia attempting to alter the Bucharest treaty of peace in Bulgaria's interest.
The Porte's reply to the Powers' Note, regarding Adrianople, states that Turkey endeavoured to comply with the protocol of London, but the massacres and atrocities by the Bulgarians forced her to take action to save the Moslem survivors. Turkey elsewhere had confined herself to reoccupying territory which is essential to the securing of the safety of the capital.
