The Times, in a leader, discussing Lord Selborne's statement regarding the strength of the British Navy in the House of Lords, says : We have always strongly contended that the Admiralty standard of 60 per cent, over the next greatest Power is now inadequate, and should be extended to 100 per cent. ' " : In 1916, the earliest date the present, programme can have effect, we would seem to require 13 ships, and these would have to be laid down in 1913. That is eight more than Mr. Churchill is giving us. Unionists should insist on three extra ships being laid down by next spring.
