Capetown, June 11. The commission which has been investigating the prevalence of native outrages on white women, recommends closed instead of open compounds, the compulsory supervision 'of suitable areas to enable natives' to lead a family life, and also stricter enforcement of the liquor laws, and the prohibition of the mixing of the races.
