PROMOTION OF TEACHERS.
TOWN AND COUNTRY.
The quarterly meeting of the Auckland Teachers' Institute was held in the Training College yesterday. Mr. J. D. McNaughton presided over a largo attendance. Mr, Wells proposed, and Mr. Lamb seconded, that "No teacher shall be eligible for any position in town carrying a maximum salary of £180, unless that teacher shall have served in the country for a period of at least two years." A tentative suggestion was submitted, that the word " country" should mean any part of the district outside a ten mile radius from the General Post Office, and that the word "town" should mean any part of the district within that radius. Mr. Skinner thought that the proposal would be likely to prove a bar to the proper recognition of merit and efficiency. He said that it would be impossible to carrv out such a proposal literally, as some teachers were well fitted for town positions only, while others were eminently well fitted for country schools. < After some discussion, mainly, on the definition of " town" and "country" schools, the proposal was adopted. . It was further resolved, "That no teacher shall be eligible for appointment as head teacher of a school in grade seven or higher, unless he shall have had at least five years' country experience." It was decided that this should not apply to teachers who had entered the service after 1904, and that both proposals relative to the country service should be referred to the Education Board for consideration.
