It is ■ stated by one of the newspapers that the new army demands i will absorb £7,500,000. ! . , FRANCE AND RUSSIA. DELCASSE'S APPOINTMENT. JUBILATION IN RUSSIA. St. Petersburg, February 23. The Russian press is jubilant at the appointment of M. Delcasse, exMinister for Foreign Affairs in France, to the post of French Ambassador to St. Petersburg. The papers dwell upon the significance of the unexpected appointment, and contend that it is another proof of the solidity of the friendship between the two countries. i ITALY'S FOREIGN POLICYi. ' . SATISFACTORY OUTLOOK. Rome, February 23. The Italian Minister for Foreign Affairs (Marquis di San Guiliano), in a speech in the Chamber of Deputies yesterday, said that the position in the Mediterranean was satisfactory, while Italy's relations with France and Britain, as neighbours in Africa, were of the friendliest description. All the Powers recognised, he said, that tho integrity of Asiatic Turkey was essential to the equilibrium of the nations.
