London, February 19. Sir John Taverner, the retiring Agent-General for Victoria, was entertained last night. In responding to the toast of his health, Sir James suggested an Imperial Emigration Department under a responsible Minister to co-operate with the Overseas Dominions, and advocated ? an extension of boy emigration. Thousands of ■ likely lads,- he said, were wasted in the Motherland. .
