Messages from Constantinople state that boisterous weather and frequent snowstorms have checked the hostilities between the Turks and the Balkan allies. The Bulgarians are experiencing difficulties in regard to obtaining supplies, owing to the bad state of the roads. In replying to Lord Lamington, in the House of Lords yesterday, Lord Morley said that it was impossible for the foreign Governments to investigate the matter of the alleged atrocities against Mahommedans in Macedonia and Thrace. - .
The Balkan Governments, he said, had affirmed their intention of taking stringent precautions to protect the inhabitants of the districts in question.

Of these only ten returned alive. There were 5000 Montenegrin casualties in three days. ' Cettinje and Podgoritza are like immense hospitals; The wounded are everywhere, and there is ■ a terrible lack of surgeons.
In the partial capture of Great Bardanjoli and the Turkish counterattack, the Mo?itenegrin trenches were filled with; dead, the army losing 4000 out of. 30,000 participating in the attack. , .
