At the meeting of the French Cabinet held to discuss the reinstatement in the territorials of Colonel Du Paty de Clam (who was prominently connected with the prosecution in the Dreyfus case) M. Millerand (Minister for War) stated that the reinstatement had been carried out in fulfilment of a promise made by the late Minister for War (M. Messimy). The incident had assumed a political character which ; was entirely unwarranted, said M. Millerand, and he had, therefore, sent in his resignation. The Cabinet regretted that the explanation was not acceptable to the Chamber of Deputies.

In some quarters the incident is regarded as part of an intrigue to jeopardise the chances of M. Poincare (the present Premier) for the, Presidency.
