NO BIG BILL THIS YEAR.

The Times states that the recent speech of Lord Haldane (Lord High Chancellor) at Manchester surprised some of his colleagues. The Cabinet, the paper says, has not discussed the scheme, and has no intention of introducing a big Education Bill next session.

In his speech Lord Haldane said that the Government had decided that elementary, secondary, and higher education was -now in a chaotic state, and that a great step forward must be taken. The outlay would be costly, but it would be productive. He added that what was to be done for the coming generation must not be at the expense of the ratepayers. A national system must be evolved which must be one and entire, the whole starting from the standpoint that a child must be made fit to receive education. The Government had been busy with experts for some time, and now saw a path along which it a was going in for a-" colossal educational undertaking.
