The Novoe Vremya states that the Chinese at Kobdo (Western Mongolia) are being escorted to Harbin (Manchuria) by the Cossacks. Meanwhile 6000 Chinese are advancing to seize Kobdo. — ' * - 4' RAISING OF MONEY. AN .INTERNAL LOAN. Pekin, November 7. The Government is arranging for the issue of a 100,000,000 dollar internal silver loan at 8 per cent., with 60 years' currency, based on the security of the entire national taxes.
