INTENDS TO EFFECT REFORMS AN. OBJECTION TO FOREIGN INTERFERENCE. . (Received October. 16, 32.510 a.m.) Constantinople, October 15. , The Porte's reply,to the Note from the Powers states that past failures J to ameliorate the internal situa- j tion have been due to criminal outrages emanating from the centres of agitation, the object of which is obvious. The Porte in past years, it is added, has facilitated* the carrying out of many stipulations of the Treaty of Berlin. • It has also spontaneously decided to submit the draft law of re-, forms passed in 1880 -for the -Turkish Parliament's approval.' • It is unjust, it is urged, to infer that the existing constitution of the Turkish " Empire is incapable of breaking with the past. The Turkish reply to the Powers' Note has been communicated to the Austrian Ambassador. The reply declares that the-Porte is determined to carry out reforms, but cannot tolerate foreign interference. ; Many Christian deserters from the Turkish army have entered Bulgaria, ,
