BULGARIA'S DEMANDS.
REFORMS WITHIN SIX MONTHS NEUTRAL GOVERNORS AND OFFICERS. (Received October 14. 11.10 p.m.) Sofia, October 14. The Bulgarian demands for reforms in European Turkey include the appointment of Belgian and Swiss Governors, with a gendarmerie and militia under Belgian and Swiss officers. It is requested that the reforms should be entrusted to a superior Council controlled by the Powers and the Balkan.States, and that they shall be carried out . within six months.
The public have acclaimed a declaration to make Servian and Bulgarian money interchangeable.
Many Christian deserters from the Turkish army have entered Bulgaria. (Received October 14. 11.10 p.m.) London, October 14. The Daily Mail's Sofia correspondent states that Bulgaria demands the decentralisation of the Governments of European Turkey, an elective Council for each province, and proportional representation of the various nationalities in the Constantinople Parliament. The Note does not impose a time limit.
