CHARGE OF FRAUD. By Tclesrraph.—Preis Aseooialion.—Copyright Paris, 'October 13. A German, who is alleged to be a relative of the Kaiser, has been arrested on a charge of defrauding a dealer in antiquities of £3200. The man has squandered £25,000 during the last six years.
