EFFECT OF PROPOSED LAW, fllV TELEGRAPH.— CORRESPONDENT.] Wellington", Sunday. The most radical proposal in the Native Land Bill is that educated Maoris should be allowed to obtain all the rights and privileges of Europeans. Upon this there will probably bo much difference of opinion, for its effect will be. to enable all natives who take advantage of the privilege to dispose of their lands with all the freedom that a European enjoys in land transactions. The Bill has been referred to the Native Affairs Committee, and some of its proposals -will probably be considerably modified before, the measure is reported.

Since the Bill is to this extent tentative, the Native Minister (Hon. W. H. Herries) is not at present disposed to discuss its provisions.
