Pf.kin, September 12. The Chinese Government has empowered Dr. Sun-yat-sen to establish a Chinese railway corporation to arrange for the construction of 70,000 miles of national railways. Foreign . loans will be utilised to defray the cost of the lines in the frontier provinces, where Chinese control is essential. In N the other provinces Chinese and foreign companies will be permitted to construct the lines. Concessions will be granted for a term of 40 years, at the end of which time the railways will revert to the Chinese Government. The Government is considering the question of throwing open the whole of China to . foreign enterprise and residents. THE' TEN MILLION LOAM. A PROPOSED BANK. (Received September 12, 10.15 p.m.) London, September 12. Reuter's Pekin correspondent states that the agreement in regard to the Chinese loan of £10,000 includes the establishment of a commercial bank with a capital of £2,000,000, of which one-half i- to be provided from the loan. The head office of the bank will be in London. Half of the members of the board will be Chinese.
