THE MOROCCAN EPISODE.
FRENCH AND GERMAN VIEWS. By Telegraph.— Association.— (Received October 31, 12.5 a.m.) Paris, October 30. The French Journal Debats, in reply to the Cologne Gazette, says that the Panther incident was an unfriendly demonstration at a moment when France was making advances to Germany. Such efforts at conciliation were premature, inasmuch as the friendly proposals were mistaken for weakness.
