EMPOWERING LEGISLATION.

Wellington. Monday. The Auckland Harbour Board Empowering Bill was passed through the- Committee stage in the House of Representatives this morning. New clauses, introduced by Governor's message, were inserted to authorise, the payment by the Crown from the Public Works Fund for the whole or any part of the cost of the reclamation in Mechanics' Bay carried out by the Harbour Board under agreement with the Minister for Railways, made under the provisions of the Bill. The final stages of the Bill were delayed by the stonewall on the Wanganul Bill, with which this evening's Bitting was wasted.
