After consulting a number of representative employers and workmen the Board of Trade has established an Industrial Council of *20 members, consisting cf 13 employers and 13 workmen. ' The members of the Council, representing shipping, mining, metal, printing, railways, cotton, engineering, building, textile, transport, and other trades, have already, been appointed with Sir G. Henderson, M.P., Thomas Burt, M.P., and other leading trade union officials.

CANADIAN RAILWAY STRIKE. DEMAND FOR NINE-HOUR DAY. Winnipeg, October 10. The boilermakers and machinists of the Grand Trunk Pacific railwaystruck to-day. Negotiations for settlement have been pending for two months, but have not matured. . The men seek a nine-hour day at 45 cents (Is 10|d) per hour. About 350 men are affected by the strike. A LOCK-OUT AVERTED. London, October 10. A threatened lock-out in Lacanshire has been averted by the nonunionists over whom the trouble arose agreeing to join the union.

Sydney, October 11. The interim report of the Shortage of Labour Commission has caused consternation amongst the various trade unions. Half of the secretaries of the unions declare that large numbers of their members are out of work. The Premier (Mr. McGowen)' declares that -last year the present Government spent £40,000 on immigration, which was more than the previous Governments had expended. This year >it is proposed to spend £60,000. The Government will institute a system of immigration of persons in* certain.: occupations in which employment can, be guaranteed without the displacement of labour already engaged.
